Okay, here's my guess. You know how the planes have that blue ice thing that tends to fall from the toilet right into your backyard? Per chance these are a few pieces from that?

It's de-icing gel from Santa's sleigh. He always does pre-Dec. 24th test flights before the Big Night. Scotland - being so close to the North Pole - was in the line of fire, so to speak. It was supposed to disintegrate on contact with the ground, however. Obviously this batch had some of that melamine the Chinese are so eager to dump into chocolate coins, etc.
